December 11 at the conference hall of the Technological University of Tajikistan was held the first conference “OpenCon 2014 Dushanbe” organized by Information and Education e-zine “ICT4D” with the assistance and support of the Center for Information and Communication Technologies in Dushanbe, AISP and IT companies of Tajikistan, as well as by other event partners.
OpenCon 2014 Dushanbe – is the satellite event in which participated more than 50 students and young researchers on building momentum Open Access, Open Education and Open Data in Tajikistan together with others around the world.
OpenCon 2014 – a conference on Open Access, Open Education and Open Data for the student and early career researcher, held November 15-17 in Washington. The event was organized by the Right to Research Coalition (The Scholarly Publishing and Academic Resources Coalition), and an Organizing Committee of students and early career researchers from around the world.
During the conference addressed the challenges and opportunities of open educational resources and examples of the use of open data by local experts and participants of OpenEd2014. Dilovar Munavvarov, program director of the “Open Society” Institute in his presentation spoke about the benefits of OER and their impact on the main sources of education. Dilovar stated that OER allow everyone, regardless of social status or level of education, gain additional knowledge at a convenient time for them on par with students of successful educational universities of the world.
About open access as a factor in the development of informational culture presented Asomiddin Atoyev, director AISP and IT companies. He also cited the example of the use of local expertise and localization of FOSS software standards and the use of open Creative Commons license for web sites and localization of educational materials APCICT. He noted that:
Full access to public data by using FOSS tools promotes open information, open education and open society.

The conference was organized by the initiative of Suhrob Niyazov Director of ICT4D, OpenCon 2014 in Washington participant. Because of its active participation in the conference, he was able to gain new knowledge that could share after returning.
